Is this a subset of the Kentucky file?
Not exactly. The state file is cut by licensing bar — everyone the Kentucky bar licenses, wherever they practise. This file is cut by business address, so it includes attorneys with a Hazard office who are licensed in a neighbouring state, and that is usually who you want when you ask for Hazard.
