Not exactly. The state file is cut by licensing bar — everyone the Pennsylvania bar licenses, wherever they practise. This file is cut by business address, so it includes attorneys with a Scranton office who are licensed in a neighbouring state, and that is usually who you want when you ask for Scranton.
